Background	The US took possession of the island in 1857, and its guano deposits were mined by US and British companies during the second half of the 19th century. In 1935, a short-lived attempt at colonization was begun on this island - as well as on nearby Howland Island - but was disrupted by World War II and thereafter abandoned. Presently the island is a National Wildlife Refuge run by the US Department of the Interior; a day beacon is situated near the middle of the west coast.	Under US administration as part of the UN Trust Territory of the Pacific, the people of the Northern Mariana Islands decided in the 1970s not to seek independence but instead to forge closer links with the US. Negotiations for territorial status began in 1972. A covenant to establish a commonwealth in political union with the US was approved in 1975, and came into force on 24 March 1976. A new government and constitution went into effect in 1978.
